Neither. EU rules under Regulation (EC) 1924/2006 limit wording to an authorised list tied to a specific nutrient at a specific dose. The label artwork is checked against that list before it goes to print, so nothing unapprovable reaches the jar.
Three hundred kilograms is not the same as three hundred tubs
The number that decides whether a gym can own a product is the blend, not the pack. Three hundred kilograms of pre-workout at a 12 g serving is twenty-five thousand servings, or about a thousand 300 g jars, and how those are split between 300 g jars, 500 g jars and single-serve sachets is a packing decision made after the blend exists. That is why the minimum is quoted in kilograms here: it is the honest unit, and it lets one batch cover several pack sizes.
Flavour is the part that gets brands into trouble
A formula can be correct and still be unsellable. Solubility, sweetener balance and how a powder behaves in a shaker after twenty seconds are decided on the sample, not on the specification, which is why nothing goes to production before you have tasted it. Changing a flavour after a batch exists means a new trial and new documentation, and it is the most common avoidable cost in this category.
What you can and cannot print on a sports pack
Health claims in the EU are a closed list: a claim is either authorised under Regulation (EC) 1924/2006 or it may not appear, however true it sounds. “Supports normal muscle function” has a legal basis behind a specific nutrient at a specific dose; “builds muscle” does not. The artwork is checked against this before print, which is cheaper than a recall and far cheaper than a marketplace suspension.

What changes once your audience is outside Europe
A supplement made at an EU plant is notified there, not approved — that filing sits with the brand, not with PharmaEurope. Selling to an audience outside the EU works on the same principle: PharmaEurope supplies the specification, the Certificate of Analysis and the site certificates; registering the product with the destination country’s own authority is handled locally, through a representative established there.
